Okay, so what happens when there is zero wind for hours? It would not keep swinging at that rate. Also, that bucket weighs nothing compared to that chain, so the pendulum dynamics can't be compared to this.
If what you're suggesting, and it's the building shaking which is causing the bucket to swing, that place is going to come crashing down any time! Also, even if it was wind, I'm assuming the bucket continues to swing even when there is no wind outside...
Seeing as there is (no?) airflow in the hangar, I'm surprised this is moving at all. If it truly was a magnetic/gravity field, you'd think it would affect more objects. Also, it would have to be a pulsing field to keep the movement going. Interesting.
Did he spawn in FA? If not, he may want to stick to the easier areas or ensure he is carrying plenty of supplies and building up caches along the way when he does venture to the more difficult areas. We certainly want him to enjoy his game time!

Some of the reasons I think it's not an intentional change on HL's part, is because: 1) It hasn't been this way in the past, 2) There were no update notes, and 3) it's not consistent across other animals and landscapes.
Only time will tell if it was intentional or not on HL's part.
The gameplay clip showed them moving (quickly!) through the snow. I still don't think this was intentional on HL's part.

I began noticing this with rabbits after the QOL update.
I shot several flocks of ptarmigans last night and also noticed this behavior. I'm guessing this is not intentional. After all, why would they "pop-up" after shooting them?
Ptarmigans are light enough to be able to walk atop the snow crust - unless of course there has recently been a fresh layer of powder deposited.

I'm guessing that 2nd "path" (which is much smaller and has no railway) may lead to the Mountain Pass region. Those 2 regions would seem awfully close together.
