Outside it is daylight. Inside the windows are hardly backlit. Maybe someone should fix the night lighting in the Cannery Workshop. It is one of the interiors with them most windows and yet for the most part no light comes through them from dusk til dawn. By rights you should be able to see, or at least orient yourself by the light in there unless there is no moon or a blizzard at night.
