Yeah those are lost and found boxes.  Any time Hinterland makes changes to a region that might cause you to lose items, they are dumped into a lost and found bin placed in a location virtually every player will visit at some point.  Camp Office, Molly's farmhouse, the Quonset Garage, etc.  These will also include things like every stone you've ever thrown in the region.

I need to test again, but I think that ruined clothes don't dissappear.

Anything that's harvestable after ruination will stay. That's why food disappears and clothing doesn't.

Yeah, this is true to any container, just need to check if it happen with the lost and found boxed too. Most likely yes.
