Being as most of their habitation and hunting territory is north of the tree line, whale bone would be certainly easier to find than wood would be.

Interesting question, I think it should be so - sun glasses should darken everything, and the Inuit whalebone goggles should reduce vision to a slit.

I like the idea as long as it's not a permanent disability. Say, instead, a lot of lens flare or blurred visuals if outside without eye protection in the sun. I also wouldn't advocate for reducing field of view. While "realistic" it would make it harder to see the beautiful scenery, forage for supplies, hunt, or avoid predators.
