I have reticle problems, difficulty in placing dot on items. Slow screen loading entering buildings and exiting. I saw game play  on-line,it was fast and smooth. Is my issue hardware? I'm using Intel i5 processor 64 bit  6+ year old pc.

It's hard to say for sure, but I've always found the gameplay quite smooth.

Have you tried adjusting the video settings to lower levels?

I had the same issue with this game while playing at work on a PC on my off hours. I forget what its called, as I play on PS4 now at home, but I reduced the distance at which you see things and that helped a lot, but it made it much harder to navigate as you get that fog effect.

• Graphics: Intel 4xxx Series w/ 512MB VRAM or better
• Storage: 1 GB available space
• Sound Card: Any on-board chip will work.

Recommended Windows Requirements

• OS: Windows 7
• Processor: Intel i7 CPU @ 2.6GHz or higher
• Memory: 8 GB RAM
• Graphics: nVidia GTX 555 w/ 1GB VRAM or better
• Storage: 1 GB available space
• Sound Card: Ideally, something with Surround capabilities.

You want to make sure your computer meets the recommended requirements, so far it appears you don’t. 

With the minimum requirements you would begin to have issues, and if you don’t even reach the minimum you would definitely have issues.
