What was the purpose of the odd-looking building in the Zone of Contamination at the end of the road with a three-level roof next to a cliff?

I think they are referring to the concentrator.... its an incline gravity mill, raw ore comes in at the top and is ground, pulverized to powder and then separated... at the bottom it is readied for transport to a smelter
