Is there some way you can add cloth to the Hushed River Valley Region ... please. I want to make snowshelters

Harvest some low-tier clothing you find in the loot.  Or visit the bunker - plenty of cloth there.

You can also harvest pre-placed snow shelters.

You could also nip through to Milton unless you're doing a challenge ..
