Fresh caught fish condition

I've been running some experiments (another post coming later) on fishing, and, perhaps I've never paid attention to this before, but the fish I'm catching range in condition from 91-100%  Why would I catch any fish that wouldn't be 100%?  It hasn't started decaying yet.  Perhaps it is slightly bruised/damaged?  Thoughts?

If it's regular fishing then  thats odd.. I suppose if you're using tip ups and there's a slight delay in retrieving it that'd make more sense.
