Why is this a question ? The answer is: PHYSICS Even an item worn on the inside layer will have some positive windchill effect (because: physics) if worn on its own. If you wear the technical balaclava beneath another item (something you're forced to do, because it's inner only), then the windchill bonus doesn't matter because the game only uses your outer clothes to calculate your windchill protection If you wear the technical balaclava on it's own to take advantage of this windchill buff, then you are going to be colder at all times, because wearing another hat will always be warmer than +0.5c of additional windchill I have no idea what you meant by this

That's why the baclava is the way it is. To be any different would violate the way physics work. Hinterland is often trying to be realistic. Giving it a general windchill buff is realistic. Even though it wouldn't "work" if worn as an inner layer. -t

Trying to justify objectively bad additions or balancing with "Hurr durr, Physics, Hurr Durr, that's how it works IRL" is a stupid argument. This is a game. It isn't real life, and "physics" don't have to apply. The objective isn't to create a simulator, it's to create a fun experience for players. Sherri
It's is possible to have only found an inner later clothing item. Or to have had your outer layer toque destroyed in a wolf struggle. For completeness the tech balaclava has this stat so that it's a fully complete item even if that stat only comes into play rarely. It would be weird for it to be missing.
