Rubber band like effect AKA skipping or lagging like movement with the character while moving

Has anyone been getting rubber band like effect on steam version? The characted is like rubberbanding when moving (skipping or lagging like movement). I have been getting it inside buildings after crouching and sometimes even without it. It might go away when going outside, sleeping etc. But sometimes it last a long time and it's hard to get rid off.

Same thing happens to me especially when I move sideways. For example when I walk to the north while looking at west, I can clearly see stuttering. That started to happen after the DLC. I have I7 11800, RTX3060 with 144hz monitor.  Hope this extra info helps you.

Yeah, it's connected to DLC. First I was thinking frame rates but I been keeping them on and FPS never goes under 50. It's most noticable inside buildings that are part of the outside world -> no loading screens.

Also noticed that many tunnels get snowing effect inside of them on the Forsaken Air Field area when it's snowing.
