Ability to Forge a Prybar

I know that prybars are generally not that rare in the game, but I don't see why the character can forge knives, hatchets and arrowheads but is incapable of making a tool to, for example, pry open the locker at Forlorn Muskeg or the multiple lockers at Broken Railroad and Desolation Point if they happen to be lucky enough to find a hammer within those zones (particularly when starting in those zones outside of Interloper) but unlucky enough to not find a prybar. 

Just as an aside - I've been recently doing runs where I start and  survive as long as I can without leaving a single zone... and it's really frustrating not to be able to open lockers to see what's inside them for entire runs because of a prybar hasn't spawned within the zone... particularly when one is in a zone where a forge is located.).

Forging a prybar would seem to be a reasonable extension of forge use.   

Given the general availability of the tool and relative limited useful uses, though, I would guess that would be why it was not included in the forging list.

Maybe instead of making a forgeable prybar (because, admittedly, the prybar's uses are mostly finite) maybe the Heavy Hammer should be able to break locks, at something like ~30 minutes per lock and with high calorie inefficiency. Would fit with the Heavy Hammer's theme of being multipurpose, but much worse than specialised tools.

I'd be OK with that, but still would find it odd that the character is adept enough to forge a knife or hatchet, but not a simple prybar.  I think a better alternative to the hammer would be the hatchet (including the improvised hatchet)... which could be used like a wedge to pry open a door or trunk, but could have a higher than normal chance of breaking or a higher rate of degradation whenever it is used in that way... which would make finding the prybar still preferable and make the player think twice before using it.

@UTC-10 I agree and acknowledge that it's a really unusual situation... but I've gotten this same "roll of the dice" in Broken Railroad three times now... and I just know the lockers I can't ever open on these runs contained some great article of clothing or some other great item... "shakes fist while walking past them to sleep yet again).  Getting a role with a hammer is rare enough... come on Hinterland, let me at least enjoy them without those locked lockers taunting me every night.
