For houses that rely on well-water, having the pump freeze in the winter is a concern. Milton, on the other hand, had a water tower, so any water would gravity-feed into the houses. As long as it has water in the tank, you don't need electricity. You're just opening a valve. In the end, I'll bet the pipes have all frozen and burst long ago.
