Combat Pants

So, has anyone EVER found the combat pants in any location other than the PV radio tower? Is it a situation of, if you don't find them there, then you will simply never find them anywhere? I'm almost certain I've never seen them anywhere else, across my 1000ish hours of game time.

I have found them in a locker in the depot on Broken Railroad before.

You can possibly find combat pants at the small plane crash site inside a break able green box
