Crafting arrows with a toolkit?

I was making arrows today and noticed I had the option to use my bare hands or my toolkit. Does the toolkit just reduce the time it takes? (I didn't see a notification as such.)

Yes, but only Quality Tools. The time is roughly halved (so 45 minutes vs 90 minutes).

No, there is notification other than closely watching the movement of the sun. To be honest the only time I've found the bonus critical is during Interloper runs. Having said that I can't remember the last time I made an arrow without using QT in any mode
