I currently have more than 25 each of Rose Hips, Reishi Mushrooms, Old Man's Beard and Cat Tail Stalks/Heads in my inventory and yet I am not getting the badge. Are these not all the plants? What am I missing?

You need to harvest 25 Rose Hip plants, not just collect 25 Rose Hips. If you have, it's possible there's just a delay in the badge updating.
