Momentum hint in Bleak Inlet

So I found a note saying that there is something hidden at the broken lighthouse at the very top, I'm guessing the flare gun but I've searched it over and over and found nothing. Is there even something there? The note mentions firing it at midnight, does it do something?   Is there anything more to it?

The broken lighthouse in BI may sometimes have a flare gun in it. But other times there isn't.

This memento is more to give information about one of the possible spawnpoints of the flare gun than actually giving one.

Wouldn't it be cool, though, if when you fire up a flair gun from the lighthouse at midnight you would see a flare gun being fired, too, somewhere far away
