Where is this!

Hello everyone I am not quite new but also not a pro at this, I have only been playing since Christmas, but have over 1000 hours in the game
In the attached photo I can see a road and what appears to be a rail car, this is at the waterfall as soon as you exit the cave from Mystery Lake int Mountain Town. My question is:
1) Is this place accessible?
2) If no was it ever?
3) If no again will it ever be?

1)  Pretty sure I've goated to it.  I don't recall there being a way out, so back up your save before heading in.
2)  Hasn't been accessible in normal gameplay
3)  Only HL knows that!
