When can I expect a fix for the prepper cache in HRV failing to save upon re-entering and the prepper resetting to abandoned if I leave and go back. I lost my spelunkers lantern when I left to light a fire and the prepper cache went from cache to abandoned cache

Any chance the hidden cache at the old substation in Blackrock will get fixed? Since the signal void update I am unable to collect the cache as it is in the transformer

Hello everyone I am not quite new but also not a pro at this, I have only been playing since Christmas, but have over 1000 hours in the game In the attached photo I can see a road and what appears to be a rail car, this is at the waterfall as soon as you exit the cave from Mystery Lake int Mountain Town. My question is: 1) Is this place accessible? 2) If no was it ever? 3) If no again will it ever be?
