Ice broken game

I am at the point in the game were I have to get through these doors via steam power. However, I made sure I had done everything, but I think there is a bug or glitch in the system because I cant do anything from this point on.

any suggestions on how to fix this?

You actually do not go through that door, there is another door that allows you to enter from the side ( I think)

If you turn the steam handle next to it, go back the way to turn the last handle.
