Game registers 2 keystrokes in menu (Steam controller)

Good day, I've had this issue since before the latest update so it doesn't have anything to do with Rugged Sentinel, but a lot of times in the menu when I select a 'section' (say I select my First Aid or Food tab) it registers a double keystroke and immediately begins applying a bandage, eating beef jerky, or whatever. It's also an issue when storing/dropping items, since it skips the 'how many' menu and just drops 1.

I don't know if it's an issue with all controllers or just the Steam Controller. I only found 1 other mention of this issue online so I 'hope' more people have experienced it so maybe it can be narrowed down.

I'll add that while I haven't played too much with the Steam Controller, I've seen this behavior using it as well.
