Ready prepared fuel stocks

I have always found it strange that you have all these houses in Northern Canada, where it is frequently cold and snowy, and yet no one has a stock of fuel.

Now it is reasonable to say that they will have burnt a portion of it, but I live in Wales, which is much milder than the bitter cold latitudes of North Canada, and yet every 3rd or 4th house you see around here has the massacred remains of a small forest under a leant-to in the back garden. I would expect that Canadians would have equally formidable fuel reserves.

To balance the game, perhaps these fuel reserves should be in isolated places.

You can hike into the mountains to, let's say, The recluse's retreat (lets call it that for now), and have access to 10 days worth of fuel, but have very little food supplies up there.

I think that food supplies should be more scarce, since people would take food with them, but fuel should be more available, since people don't carry heavy wood with them when leaving home for a more hospitable conditions.
