Timberwolf spawn bug in Bleak Inlet`?

I dont know if this normal but i tried it 3 times and it was always the same. I have the feeling that new timberwolfs spawn in the middle of the place or is this the normal behavior at that place and i miss something?

The first time we visit the cannery and start making our way to the workshop... there are scripted incursions that are triggered as you reach certain points.

That's no bug, these are intended encounters.  However, after this happens the first time "parkouring" your way to the workshop... they shouldn't happen again after that.
