As long as you are encumbered, the label should be there. Note that when you are exhausted the maximum weight you can carry before being encumbered is reduced. Just did some cursory testing, and it appears to be working as designed. Let us know if you can reproduce this (check your inventory screen for the exact weight you are carrying).

Right now I am in good condition but encumbered. But the label on the HUD is missing. It popped up when I first became encumbered, but disappeared despite never becoming unencumbered.
