I fully agree. The only reason why it does not work this way, in my opinion, is because when the custom mode was implemented, the settings that were used were based on the pre-existing modes. In these modes, the "predator fear" only has two settings - "enemy" or "prey" - as in, predators either attack, or flee. The actual "chance to scare wolves away" seems to be calculated on plenty of factors - smelliness, player condition, rested status, that sort of things. In my opinion, at least.
