The Hunted part 1 and blizzards

Does the bear in The Hunted spawn during a blizzard? I have made it to the radio tower in Pleasant Valley and now that I have a full set of clothes, It is storming outside and I need to know my chances of getting to the cavern.

From my memory, he doesn't give a ... if it's blizzard or not, he's just set to spawn once you set foot outside... Pop a flare shell to drive him away, and run like crazy. Running in the snowstorm may seem not that efficient, it's the abscence of wolves which makes a lot of difference.
