Not currently. Hinterland have just reiterated their intention to open the game to modding in the future. Possibly you'll be able to do so when that happens.

I hope they at least keep the modding promise....

That way if they fail on delivering anything in the future due to lack of time or budgetary restrictions....at least someone else with the time and the inclination could add things to the game after the fact.....
