GTX 1070 can't hit a solid 60...?

* EVGA GTX 1070SC

* i5 4690K (3.5ghz)

* 16GB Ram

* SSD

* Windows 10

45-60 fps on ultra

53-60 fps on high

Solid 60 fps on medium

Is this common? I've got the newest Nvidia drivers (clean installed), tried deleting the game and reinstalling it same FPS being recorded. Also tried the whole force dx11 by running the dx11 dll inside the game folder still no difference... my CPU and GPU utilization is quite low even at ultra?
