dropping bait problem

there needs to be a way to choose what you want to drop as bait. Maybe have 3 or 4 slots in a menu that you can list what drops first second etc.. and then if there is nothing there or you run out of your picked items it just goes to the current default.

The problem im having is I always have a few pieces of meat or fish that are only 15-20 calories and I always keep them for bait.. even when they are ruined they work well for bait. BUT if i have raw fish, meat or fresh gut it will drop that first before my low cal ruined bait. So its picking something that is useful to me and skipping the perfect bait.
