As mentioned in my can harvesting thread, homemade forges are not hard to make, youtube's got a ton of examples. The Dam for instance, has steel drums one could use as a furnace, and a sawed off fire extinguisher would work in a pinch as a crucible for aluminum.

Melting steel is a little more involved, but not much. The game already has coal, and through a system of bevels, one could "breath" for the fire to up it's temperature and melt steel. For casting, all one needs is sand, and you can make almost anything.

This is all true, but as @Patrick Carlson has mentioned a few threads ago, the forge is what makes DP special, so I guess it's a balancing reason to have only one forge on the game.
