Worn clothing adds to fatigue but not weight.

I always thought that the weight of all your items simulated what was stuff in or strapped on your backpack. But what about the clothes your wearing? To me the clothes your wearing should still count toured your fatigue but not to your carry weight. This way pack-rats like me can have 66lbs/66lbs of gear and not be over weight due to clothes. But we still fatigue faster than someone with lighter clothes with the same inventory. Because as it stands now, the only way you can have a 66lbs pack and not be over the carry weight limit is if your naked and not wearing clothes. Worn clothes should be separate from carry weight because your wearing them, not carrying them.
