Rock textures

I was walking here and noticed this strange clump of rock textures, is this a glitch in texturing or something else?

I noticed a similar texture in PV, in between the Signal Hut and Cascading Falls.  Wasn't sure if it was something I just hadn't noticed before, or something new.
