cannot grab the rope

I was chased by a wolf in TM and I came across a dead end drop without thinking I jumped in trying to jump down from one rock to another until I saw a rope I closed in on the rope but there is no interaction because I did not go the usual way from the top I think that this is a bug the rope should be accessible from any height
