Are visible shadows on overcast days normal?

I can see tree shadows on overcast and foggy days.

Is that a bug?

If video settings are set to MEDIUM the shadows disappear.

But I normally prefer to play on ULTRA.

System Info:

Radeon Software Version - 15.12

Radeon Software Edition - Crimson

Graphics Chipset - AMD Radeon R9 200 Series

Memory Size - 4096 MB

Memory Type - GDDR5

Core Clock - 947 MHz

Windows Version - Windows 7 (Service Pack 1)

System Memory - 16 GB

CPU Type - AMD Phenom II X6 1100T Processor 3.30 Ghz
