Getting a friction fire in these kinds of conditions is going to be hard. Just trying to get an ember to form in these frigid conditions is going to be tough. I think the player would have to harness an ember and THEN try to start the fire... but with something that had about half the percentage chance of using a cardboard match. The player is going to need more material to stack the deck in their favor to really make the fire successful.

1. Crafting Charcloth - Let the player take a piece of cloth, and old can and about 30 minutes near a fire for crafting. The end component would be 4 to 8 pieces of charcloth

2. Crafting a Charcloth "Tinder Plug" - The player takes a tinder plug and adds a Charcloth to it. This would increase the percentage chance of catching the spark/ember/flame and burning

3. Craft a Bow Drill - This would require a gut, a leather and a piece of fir (or reclaimed wood). Requires a knife for the tool. Using a took kit would decease crafting time.

4. Craft a Hearth Board - This requires a piece of cedar, which creates two or three heath boards. Requires a knife for for the tool.

To create an ember, the game would choose hearth board and bow drill in place of the type of match. It would then take 5 to 10 minutes with a heck of a burst of calories. If it is successful the game replaces the materials with an ember and then try to build the fire as usual. A hearth board could be used about 4 times with no chance of repair. A bow drill would act like a took kit, but degrade at 10% to 20% per use. It can be repaired. There is also a chance the drill could simply break.
