No toilet water bug..

Again I'm asking on behalf of a friend...

They just told me that they have tried every difficulty ,and custom variations  and every run had no toilet water anywhere...   On all those runs they went to coastal highway and mountain town..       they play on PC,if that helps.

Has anyone else had this issue?
