First and foremost, the Running Shoes idea.

Change the sprint bonus of the Running Shoes from -0% to +10%.

Yes, that's right. PLUS ten percent. Not minus ten percent, PLUS ten percent. As in, actively countering other sprint reduction items and even giving you 110% sprint if you're clever enough to build a loadout with net zero sprint penalty.

After all, they're literally shoes designed for running. It's in the name. So why wouldn't you be able to run for longer in them?

 

Now for the clothing ideas.

Sweat Pants
"A pair of tracksuit pants, designed for long runs in fall weather. Not protective in the slightest and borderline useless when wet, but lets you move a bit more freely than most other alternatives."
Warmth: 1.5 degrees Celsius (2.7 degrees Fahrenheit)

A more common alternative to the Combat Pants if you're looking for speed. Average warmth and windproofing, but it's the only common pair of pants that doesn't restrict mobility at all.

Stockings
"A pair of thick stockings, commonly worn by fishermen, trawlers, and programmers. Keeps your legs very warm, but doesn't handle wetness very well."

A pair of white and blue striped stockings, or just plain white if you don't like the connotations. Warmer than most normal socks, but has the worst wetness resistance in the entire game. Don't step into any puddles while wearing these, they'll take AGES to dry off.

Canvas Sneakers (Running Shoes variant)
"A pair of old canvas sneakers, the kind you'd see a stereotypical 80s character wearing. Has less insulation than ordinary running shoes, but if you just want to run, accept no substitute."

It's a pair of Converse All-Stars sneakers, the official shoe of the Olympics from 1936 to 1968. Uses light canvas and a thinner sole than most modern sneakers, resulting in easier movement but less warmth. Canvas is notably water resistant, however, so it has some waterproofing.

Leather Jacket (Uncommon Outerwear slot item)
"It's a leather jacket, a staple of any apocalypse. Great protection and decent resistance to the elements, but not very warm."

Because you can't have an apocalypse without a quality biker jacket. Very expensive to repair, because it's made of real leather, but is up there with post-Flare clothing in terms of protection.

Riker's Hoodie (Rare Hoodie Variant, inner Outerwear slot item)
"A thick and well-loved hoodie with grey fur lining. It's one size too big, but maybe that's for the best, all things considered."

An old, fur-lined hoodie. It's oversized, so it can only be worn in the innermost Outerwear slot. (Like a vest.) Looks sort of like a hybrid between Mackenzie's Coat and an ordinary Hoodie, in the same color scheme.

Ushanka (Uncommon Item, outer Headwear slot only)
"A thick fur cap, designed to keep the wearer warm in Russian winters. It even has ear flaps."

Telnyashka (Rare Variant Item of the Cowichan Sweater)
"Adopted by the Imperial Russian Navy in the 19th century, the telnyashka has been the go-to undershirt of the Russian military for centuries. This particular variant is quadruple-knit."

A quadruple-knit white and blue striped undershirt, made famous by the Russian and Soviet militaries. Warmer than its normal variant, but has less waterproofing. Not technically a sweater, so you don't have to change the Cowichan's description.
