Wolf can't be shot between slats

I was just trapped by a wolf in the Forestry Lookout on the Coastal Highway map, and it looks like the wolf is unable to climb the stairs to attack me. However, he keeps running to and fro (running in place), and when I tried to shoot him between the slats of the railing, it didn't work (from point-blank range, too).
