Bear over population, hunters needed

Walking through FM today I noticed two bears on the ice near the entrance to Broken Railroad, I thought that was weird as I've only ever seen one bear at a time in FM in survival mode plus the bears were close enough to fight each other. Continuing down the tracks I saw another bear near the train cars and then further down a fourth bear near the entrance to ML.  FM just became much more dangerous lol.
