[321+]Some hiccups during blizzard

As the title says: since the lastest batch of updates, I often get hiccups, and frame rate drop during blizzards and some wind effects.

My rig is ok (i5 4430-3ghz+ nvidia960 + 8goram + win7 64). and plays very well with other demanding games,and I didnt notice this before in TLD:
