Can't interact with a rope after climbing down in Tales 5

After reaching the highest hideout in Sunderland and being instructed to go to

the omega bunker

I attached a rope so I could go back down without doing 6 other rope climbs, and now I can't interact with the rope to go back up. I left gear at the top of the climb that I really want back.
