Swinging torch makes you tired really fast

I was defending myself with a torch two times in a row against a wolf and my fatigue bar was raised pretty fast from near zero to the point, when my carry limit dropped bellow 26 kg. If this is intended, then maybe some consideration about lowering the fatigue is in place, because you can't do much afterwards.
