Game Display settings and resolution not working - 1080p is stretched and keeps loading on wrong monitor

Hello! I've been having this issue since yesterday but it's not the first time it's happened. I've uninstalled the game, tried a command line and took off mods but it's still happening.

It loads on my left monitor and when I try to switch it to Display 0, which is my main monitor, it'll be pixelated or mainly stretched even at 1920x1080. When I change resolution from a smaller one back to 1080p, the graphics get pixelated. What is happening? What can I do to fix this? Thanks
