Can’t install Tales DLC

I own TLD disc. I downloaded and installed the latest updates. Selecting “EXPANSION” > “DOWNLOAD NOW” gives “This content cannot be selected at this time” error. I bought the DLC “tales” at the PlayStation store. I downloaded it. When I try to install it says “cannot find the application. Do you want to look in the PlayStation store?”.   I have rebooted my PS4 console, deleted the entire game and reinstalled, renewed licenses, checked parental control settings, deleted and redownloaded the expansion pack, rebuilt the console database, forced ps4 software update from safe mode, uninstalled from external drive, unplugged external drive and reinstalled game on console and tried to install Tales there—-nothing works. Any help you could offer would be greatly appreciated. Thank you.
