Lighting Torches [Bug?]

When im holding an unlit torch, I can only seem to light it with matches. Wooden matches specifically, not cardboard. Or even the firestriker. I cant even light it off of another fire, or another burning torch like I always did. I would have my torch at 10, so I drop it, pull out another torch, and light it off the first torch. Or at the very least, light the fire using the torch to conserve matches, pull out another torch and light it off the fire. You cant seem to do this anymore.

Is it a bug im experiencing, or is this intended now?
