it could work like some books that only let you level up for the firsts skill levels 

there should be a crafting recipe for spray painted arrows that are easier to see in the snow, they could need to dry indoors for one or 2 days after crafting. it would be another use for the spray can that I barely use because I learned the maps way before they added it.
