FWIW, I have seen both of these in my most recent game too.  The campground bear wanders through there, but his cave is closer to the cliffs I think.  Those icicles have been like that as long as I can remember actually!  It's funny cause you only notice them from a specific angle, and most of the time they look like they're hanging from the rock like they should.
