Crane block and tackle swaying in the wind

I just noticed that there is a block and tackle outside the Hibernia Whale Processing Plant that seems to be swaying in the wind. I wonder if there is anything we can do with it? It would be nice if we could raise and lower it or use it as a vantage point. I noticed there is an excellent vantage point on the hill beside the road to the North East of the plant where one can watch the movements of the wolves there.

Moved to the wish list. You'll probably get more visibility here since this is more of a wishlist item than a how to question
