When Simple Tools Don't Help

Right now I have some clothing that I want to repair but I've already used up my sewing kit. I have a Simple Tools Kit but it's chance of success is zero. But I switch to using just my hands, I actually have skills enough to accomplish the task. I'm not certain how the best way to handle this is. Either the Simple Tools Kit should give a negative/neutral chance (stacked with your positive skill level) or you shouldn't be able to do clothing repair with bare hands.

I think the correct thing to do here is make a sewing kit a requirement for clothing repair. Just need to confirm with Raph, but expect this in v.092.
