Fluffy coming in late?

I'm not sure if this is a bug, or something planned. I did a random start, and ended up starting right outside of Carter Hydro Dam. I decided to go ahead and be foolish since I was just starting, and go into the dam to see if Fluffy was there. I searched the ENTIRE dam, no Fluffy. I looted all I could, and then built a fire to make water, and then went to rest. After resting, and then waking up, drinking, and eating.... I started to repair some things I had gotten, and FLUFFY!!!!

Not only did Fluffy all of a sudden spawn in the damn after I had searched the whole place, but attacked me, three times in a row, barely running off before turning around and attacking me again!

Is this supposed to happen? Is this a bug and should this go over to bugs?

Fluffy does arrive late if you spawn in or next to the dam. It might even be possible she shows up only after Day 1, but I'm only on my second playthrough so I'm only speculating.

I know this because my second playthrough began with me inside the dam and I did everything in the exact same order as you, except she only got me once before I pulled my flare. She's very aggressive compared to the other wolves, probably because she can't run very far when you scare her off.

As for why she can spawn in the dam with you, it's because of the smashed-in window across the large open room. She crawls inside after a set amount of time, and the firebarrel nearby is just perfectly placed for you to greet her at when she does!

If you're playing Pilgrim mode, he won't spawn.

If you're playing Voyageur mode, wolves won't spawn for about the first 12-24 hours (so he won't be in the dam yet)

Ah, I've only ever played in Voyageur mode, so that would explain what happened then. Thanks for the explanation!
