Encumbered Movement Bug

In the dam, when a player is severely over encumbered, they can walk up stairs quickly. Going down stairs increases walking speed also, which continues at that speed upon reaching level ground.

I tried this outdoors and can increase encumbered uphill walking speed by first going downhill until the pace quickens then turning to walk uphill at the same speed, as long I don't stop and start again.
